| Objective: The objective of this plenary session it to explore what the best available evidence is telling us about Universal Health Coverage across a broad range of settings in low, middle and high-income countries. It aims to identify areas where the evidence leads us from uncertainty to certainty, and contention to consensus. It is intended to communicate "state of the art" research findings and provide the Symposium with a strong conceptual platform that the related concurrent sessions can use to discuss specific topics in more detail. The Symposium's background papers will be provided to the panelists to inform the content of their presentations. |

| With effective interventions, universal health coverage equals better outcomes. What can current evidence on coverage tell us about the journey there? This presentation will briefly review some of the recent results from international monitoring of coverage attainments with priority health services. It will explore the relationship between coverage increase, the distribution of health need, and improving health outcomes and consider how universality relates to results. |

It will examine subjects such as accountability, governance, regulatory regimes and policy processes -- without placing too much emphasis on public-private sector mix (subject of another presentation). The presentation will examine the people (e.g. "champions" of universal coverage, or politicians or interest groups who prevented or facilitated implementation / expansion) institutions, power relationships on universal coverage. |

| This presentation will examine challenges inherent within mixed health systems and the potential within pluralism to work for equity in health care. Drawing upon an analysis conducted in Pakistan, the presentation will illustrate how research and evidence can shape policy to mainstream the role of non-state actors in service provision, financing and governance of health care, in order to achieve public endpoints in resource constrained developing countries with mixed health systems. |
